Need a 2.1 release plan #92

There are at least two changes that need to go into a release for EE10. Either we need a 2.1 release plan to do a non-service release, or argue that these changes fit in the scope of a service release.

It fits to the scope of 2.1

I added a release record jakartaee/specifications#425 and started a plan review https://projects.eclipse.org/projects/ee4j.ca/releases/2.1
