Need a release candidate to produce a beta implementation that can pass the TCK.

Features:

Some of these may already be completed but we should close out these issues to verify that fact prior to releasing a RC1 version.

[x] Complete outstanding work
[x] Update TCK Signatures to capture API changes
Stage release
[x] Build and stage artifacts to staging repository
[x] Build and stage the TCK distribution artifact to download.eclipse.org
[x] Update this issue with a comment that links to the staged artifacts and the generated GitHub branch and tag
[x] Create a pre-release on GitHub
Verify and modify
[x] Ask for feedback from the community to verify the staged artifact has all the expected changes.
[x] If anything needs to be added before publishing do that now and repeat the Stage Release section
Publish release
[x] Publish staged artifacts to the public repository
[x] Publish staged TCK distribution artifact to download.eclipse.org
[x] Update this issue with a comment that links to the published artifacts and the generated GitHub branch and tag
[x] Modify the pre-release on GitHub to be latest
Follow up
[x] Email the Concurrency Mailing list to have a Jakarta Steering Committee member promote the TCK Distribution publically

FYI @aubi I know you were working on running the TCK. Here is the RC1 we've staged. Let me know if you have an concerns before this gets published.
