Eclipse Foundation have updated the TCK license to version 1.1. This text is available https://www.eclipse.org/legal/tck.php. This may be updated for the next TCK release (Major, minor, or micro). v3.1 does not need to be changed since the release review ballot is already under way.
This text is found in the TCK zip, LICENSE file.
There is also reference to the TCK license by link, in the TCK User Guide. I would recommend simply removing the license version from that text and leaving the URL link.
