Jakarta wave5 javax to jakarta renaming #120

This PR is based on the other one that sets all Maven project based on Jakarta Servlet and does the full formatting. So changes appear to be huge but they are not.

I can rebase against master but then when the other one gets in, I'll have to basically rebase and solve conflicts.

@hussainnm do you mind double checking to see if this is fine with you? This is a rebase, maybe it's better to discard and start again

Please revert the last commit https://github.com/eclipse-ee4j/ejb-api/pull/120/commits/eed8fcafc9690ad52a092e3b65d2480b932ae82b . The plugin versions are already defined under the pluginManagement section. The javadoc configuration is already done in https://github.com/eclipse-ee4j/ejb-api/blob/eed8fcafc9690ad52a092e3b65d2480b932ae82b/api/pom.xml#L150-L162.

In your previous PR you had included the following plugins:
