javax -> jakarta and update version to 4.0.0 #110

Renames packages in API (and impl) via the IDE and a manual search and replace for any remaining javax references. The version update is in a separate commit.

I'm going to close this in favour of the PR we already had. There are some minor differences. I'll review those and submit new PRs as appropriate
