Public Release #82

Last CTS runs indicate no failures in this component. It's time to make a public release. Before the release make sure that Eclipse Release Review is passed and all dependencies have been released.

Just waiting for this to show up at Maven Central (assuming I've done the the right thing) then I'll drop the staging.

Looks like releasing automatically removed it from the staging repo. The files have reached Maven Central.
