Sorry to be a nuisance. My previous PR for same-site support needs to be reverted. I thought that the same-site changes pre-dated the recent more generic add/remove cookie attribute support but they do not. The generic cookie attribute support was implemented instead of same-site support so there should not be explicit same-site support in web.xml.
I'll propose a change to support generic cookie attributes for web.xml in the Servlet project and bring a PR here when that is agreed.
