Update schema refs for Jakarta EE 9 #21

As described in https://github.com/eclipse-ee4j/jakartaee-tck/issues/266, please update the Schema definitions for Jakarta EE 9.

Guru - will you be able to help with this issue. The schema definitions for EE9 need to be updated https://jakarta.ee/xml/ns/jaxb/ .

I dont how much of work will be involved for this. Can you suggest if this is something that can be done by search and replace. I was trying the same for jpa tests but did encounter some test failures.

Have completed testing as a standalone with RI. Need to run JAXB TCK tests once JAXB RI with new schema is integrated with glassfish 6.
