Update dispute escalation mailing list #55

Please change the TCK challenge escalation e-mail list to use the public Spec. committee mailing list. Replace: jakarta.ee-spec.committee@eclipse.org with jakarta.ee-spec@eclipse.org, "Rejected Challenges and Remedy."

You will find this in Section 2.3.3, point 4, in userguide/src/main/jbake/content/rules.adoc
