Initial conversion of the spec document for Jakarta #271

This is a follow-up for #266.

I'm submitting changes by @tivrfoa to the original donated document which is now stored in the donated-spec-document branch.

After this PR is approved and merged, we can merge the branch donated-spec-document to master.

Eclipse check failed for @tivrfoa's commits. Probably because you committed using a different email address than used for your Eclipse account?
