Standalone TCK

As of EE 10, Persistence spec related TCKs are contained in the https://github.com/jakartaee/platform-tck/ project. These tests should be owned and maintained by the Persistence-spec project instead, so the project should:

• transfer relevant tests from the platform-tck to its own repository - be it new one or included here (keep in mind that the API, spec document and TCKs have different release/lify-cycles)
• publish TCK releases on its own
• tests should also be converted from JavaTest harness to JUnit(?) and published (the EPL version) in maven

https://github.com/jakartaee/platform-tck/pull/1202 contains the Standalone tests but does not yet deal with EE tests. The EE tests can likely be dealt with separately.
