In support of setting up https://ci.eclipse.org/jakartaee-tck/job/11/job/shared/job/buildSharedArtifacts/ to stage the common, libutil, signaturetest, runtime artifacts.

Thanks @scottmarlow The PR will help us in re-using common artifacts for standalone TCK's. mvn spotless:apply command can be run for turning the build to green.
