Describe the change Update to WebSocket 2.2.0 API now it has been staged. Additional version fix in docs.

Additional context There was also a request to update the TCK license to 1.1 but I wasn't sure how to address that.

@markt-asf - I have raised https://github.com/jakartaee/platform-tck/pull/1270 to address readme file, the file has been deleted. I have added comment https://github.com/jakartaee/platform-tck/pull/1262#issuecomment-2022327731 for clarity on licensing of staged TCK. Please note: TCK will be released from TCK refactored branch.
