Update the build #508

There is NO java source code or any other source change aside of Maven POMs.

Changes:

update plugins (this makes possible to build project with Maven 3.9.x, see https://issues.apache.org/jira/browse/MNG-7711)
centralize plugin versions in parent (for spec)

I am going to merge this. Note that it will trigger some format validation failures particularly around trailing spaces. Once this is merged I'll provide another PR to apply the formatting changes.
