Update handling of TCK challenge automatic acceptance after a time period #74

The response to challenges is inconsistent and often exceeds the recommended two week automatic acceptance timeframe. That is not useful as automatic acceptance without a new release to address the problem accomplishes nothing.

It was suggested in the most recent specification committee meeting that if a challenge has a timeout acceptance that the entity challenging the TCK is free to submit TCK results with the automatically accepted challenged test(s) failures as a valid submission to avoid having to rely on the specification project to produce a new TCK.

Proposal is for projects to declare their response time committment and update thier project readme (could provide draft language). Ed Bratt to draft an email for the project leads to be sent and then follow-up after the defined time period.
