Update Jakarta Tags API to 3.0.2

When creating a specification project release review, create PRs with the content defined as follows.

This is a service release to allows Jakarta Tags 3.0 to function with both Jakarta EE10 and Jakarta EE11 APIs. The previous Jakarta Tags 3.0.1, was missing an expanded import range for jakarta.servlet.jsp.tagext which was fixed in the following PR: https://github.com/jakartaee/tags/pull/263 and included in the 3.0.2 release.
