JavaDoc Improvements #182

A few items that could be improved in the Jakarta Transaction JavaDoc:

  1. The copyright in the footer should be 2019, 2020
  2. The JavaDocs don't include the Spec. version (in the upper right corner) on each page. Compare CDI JavaDocs.
  3. Many other Specs include e-mail list for comments (e.g. 'Comments to jta-dev@eclipse.org' in the footer.
