rename to different project name #3

It might be easier for developers to fork this project via a different name than netbeans-apitest which for me conflicts with my fork of https://github.com/jtulach/netbeans-apitest.

Some possible name suggestions:

  1. sigtest as it used to be called in the (now archived) https://github.com/openjdk/sigtest project.
  2. apitest.
