Topic Handler #16

A new handler needs to be created to list all pages within a specific topic.

Given a prefix of /prefix/, /prefix/ alone should list all topics. /prefix/topic and /prefix/topic/ should both list all pages tagged with the topic topic.

Entire handler needs to be written. The page on facets in bleve may be helpful.

have implemented, but it's not working properly yet - still debugging
