`cleanupListOfValues` doesn't seem to have any effect

I've yet to find an SVG that changes something when cleanupListOfValues is enabled. Are we sure the plugin gets properly enabled?

I checked the plugins we load in the svgo-worker and it seems this plugin is not included. Unsure if there are more.
