Add a docker container #28

I'll add a docker container to reduce the overhead of setting up an environment.

@bparish628 Just a heads up. I created a project so we have a kanban to look at. I don't know if you get notifications when I add cards to the TODO column, but you can view the project and move the cards around in the projects tab.
