add MTA metrocard one-time payment #79

MTA requires cvv and billing address for stored card payment. adding them as optional fields

@cookie223 Thank you for the contribution! Can you remove your details from sample_config.txt before I merge? I'm going to squash the merge so removing those details will prevent them from being forever stored in the Debbit git history.
