I noticed that sometime in the last few weeks duckduckgo was not resolving on computers using this setup on pi-hole. When I do ping safe.duckduckgo.com I get 52.142.126.100 which doesn't match the IP in the generated 05-restrict.conf file in /etc/dnsmasq.d/. I edited that line to the current IP and duckduckgo resolves once more (in safe mode). This edit in host-records.txt should force the current settings during setup.

Interesting, if I query 8.8.8.8, I get safe.duckduckgo.com resolving to 20.43.109.14

Strange. I get 52.142.126.100 with 1.1.1.1 as upstream DNS. The blocking pi-hole itself is using 156.154.70.1#53 or 1.1.1.3 servers. Either way, 54.241.17.246 seems to no longer work.
