no restraintslink for 2kad #264

What steps will reproduce the problem?

When you have a look at entry 2kad, on the index page there is no link under 
the heading Restraints.
Additionally, when you have a look at the restraints-file by clicking on 
programs, Cing, all values are zero.

What is the expected output? What do you see instead?

You expect to see a link at the index page, but it's empty

Ok, these bullet points are empty lists.
It might be better to remove them from the interface but I could also argue 
that it's still informative to have something there. It at least tells a user 
that there (in NRG; original data) there was info.
The processing at NRG was imperfect so there were no restraints left.

Solution: add a better note of this. E.g. "No restraints available see issue 
264".

Solved by removing any empty restraint list from CCPN during import; ie not 
creating it in the first place.

Done in revision 873.
