On each load of package manager the xml file should be downloaded from the web.

Also need a better update manager, to automatically check for updates to 
packages regularly and ask the user to update.

Why not just ask them to register and we can send them an email?  We should 
work on making installers that will just change Red-R and not the packages but 
that can come later.

Red-R sometimes takes a long time to start up so adding one more thing to it is 
a bad idea.
