Upgrade Golang bazel hooks #33

Just noticed this: 

DEBUG: /private/var/tmp/_bazel_jake/05b6d758943ceac0ac74e3a9ca6f561f/external/io_bazel_rules_go/go/def.bzl:104:3: DEPRECATED: go_repositories has been deprecated. go_rules_dependencies installs dependencies the way nested workspaces should, and go_register_toolchains adds the toolchains.

So, do that ^
