add functionality for pin rotation. imagined use case:

crbot monitors messages for 📌 reactions. when they reach a certain configurable threshhold, crbot:

checks to see if the pins for that channel are full if they are, crbot:
- prints the oldest pinned message to a "memorial" channel (configurable)
- deletes the oldest pinned message in the original channel
pins the message to the original channel.
