Use systems GOPATH, decorate errors, and single go list -m -json #5

I propose a couple of improvements:

better errors: the error messages have more context, and now contain tips as to what to do when the error happens
faster: go-providence-checker now uses a single go list call to retrieve all gomod entries, cutting time by 10x on the preflight repo
less dependencies: go-providence-checker does not need to have the ./license folder anymore and can be run anywhere
