Move EMOA stuff to package core #107

At the moment we have SMS-EMOA, NSGA-II and AS-EMOA in our examples folder. Move them to the package core, export all helper function which might be helpful in general in the development of EMOAs.

Working on that. NSGA-II already moved, SMS-EMOA in work. AS-EMOA follows tomorrow
