Implement noise in rewiring and oppinion changes #6

to make the model more realistic, some random interactions between households should be possible. Also the possibility of exploration of new strategies e.g. noise in "oppinion" changes should be given.

Consequently the former attractors "fragmentation" and "all dirty" will become unstable. Therefore, a new measure for the final state of the system will be needed. One possibility is the final fossil resource stock, another would be Tims transient measure that integrates over the distance to the final attractor.
