Hi. I can recreate that error by going to Settings > Privacy & Security > Automation and toggling off System Events under Open In Terminal's entry in the list. So I think on your computer, that must not be toggled on.
But I can see from your screenshot that Open In Terminal isn't listed under Automation for you. I don't know why that is, nor how to add it -- sorry. I guess double-check that it's not actually there now, and if it's still not, try launching the app by right-clicking it and selecting Open from the context menu. 🤷
Anyway, once you get Open In Terminal to show up in that list, somehow, then ensure all its toggles are on, and that should fix the problem.
