Issues with LowPass2 algorithm need resolution #359

Currently, we are advising against use of LowPass2 because we think it has 
problems.  We need to either resolve the problems or remove the option from the 
list of available guiding algorithms.

Fixed in r1535.  Needs testing in the wild but simulation shows it to be stable.
