Should use "saved" (cached) Google Maps when no comm #379

Open GPS Tracker should check the Google Maps cache of saved maps, and use that 
mapping data when there's no communications available.  This feature (I think) 
could be completely transparent to users-- so no UI changes.  Users would need 
to first go to the Google Maps app while they have communications and save the 
map data they will want.
