Make Git a plugin #131

Move Git to being a plugin so other VCS systems could be employed, this will require a VCS constructor.

Note: the pmtools plugin specifically is looking to e aGit hash to put in the deploy tickets.

Need to make sure all test that look at git out put (i.e. Number of commits) are also made agnostic.
