added more non league data #61

Added data from https://www.footballwebpages.co.uk/ down to the 8th level of English football.

Have munged through clubs (and also added new location to england_club_data). Also parsed out into englandplayoffs.

Very likely to have some mistakes. I'll do some more checking at home later and update here

thanks Rob - who knows - maybe over Xmas I'll finally get round to updating this. Thanks for your help in the meantime.
