Update npm nextclade to the proper nextclade_cli #125

This will require updating the data dependencies script to get the nextclade SC2 dataset: https://github.com/nextstrain/nextclade/tree/master/packages/nextclade_cli

Nextclade updated via conda with dataset download handled as part of updating lineage calling software. Details found within release v1.5.3.
