Could you try the one I've attached to this issue? I tar-red with 7-zip and 
gzip-ped
with the official Win32 executable. http://www.gzip.org/#exe

I've been told my tar utility did not set the execute bit on the directories. 
You may
need to do something like the following after untarring:

chmod -r ug=X minify-2.0.1

I may abandon the .tar.gz release format if I can't create it acceptably on 
Windows.

According to a user, the tar and gzip included in 
http://sourceforge.net/projects/
unxutils made a usable tar.gz. package on Win32. I'll use this in the future.
