@jama5262 please review this PR, I have added new locale. I'd like to use it in my project.

Hey @UrazbaevRasulD , this PR has a lot of merge conflicts, due to the new version release of Jiffy, that is a breaking change. I will close this and I would request you create a new one from the master branch
