QuickSync is available but avcodec is used, on Intel + NV #428

Describe the issue you're having:

The computer comes with i7 4770 and GT640, both iGPU and dGPU enabled and 
working separately.

All 4 hw decoders shows available, but when I play any video files with 
QuickSync it simply downgrades to avcodec.

What version of the product are you using? In which Player?

MPC-HC 1.7.3 x64 and x86, with its internal LAV filter 0.60.1.5

Please provide any additional information below.

I'm on Windows 8.1, video files are H.264, 8 bit High profile 720p. cuvid and 
dxva both work perfectly.

If QuickSync isn't used, then it couldn't get access to the Intel GPU. For this 
to work the iGPU doesn't only need to be enabled, but also have a screen 
connected to it.

This happen to me too. QuickSync decoder works in past (doesn't remember which 
version). I am on notebook with nvidia optimus so internal GPU is active at all 
time.

With LAV Filter 60.1 the issue is as described by the OP. I just upgraded to 
61.2 and now it is show up as unavailable.

Please note, that Intel QuickSync works before, and it work in other 
applications.
