Describe the issue you're having:
Using DXVA to play video files the framerate is too slow.

How can the issue be reproduced? Sample File?
With any 1080p h264 video

What version of the product are you using? In which Player?
Latest stable version of Media Player Classic Home Cinema that has lav filters 
0.60.1.40

Please provide any additional information below.
I'm using an Asus netbook 1015cx with windows 8.1
DXVA2 is reported in use under LAV filters settings but the frame rate of the 
movies is too slow. Is there something I can set to make the videos run 
correctly? I tried under linux mint 13 and even if I was able to make the 
videos run fast and smooth they had horrible random artifacts.

Sorry, MPC-HC is a nightly build 1.7.3.64
I'm on 32bit version of windows 8.1

Hardware Acceleration on such old devices either works or it doesn't, there is 
not much that can be done about it.

Important is to use DXVA2-Native, any other modes will not work properly at all.
If that doesn't work, there is probably not much that can be done.
