MPEG2 SD video content and AMD DXVA2 decoding issue #442

Describe the issue you're having:
When the playing starts, the rendered video flashes black images with actual 
video images, fast and continuously. It doesn't ever recover.

How can the issue be reproduced? Sample File?
Play the attached sample file. It doesn't always happen, so close the player 
and try again. It may be specific to the video card (AMD Radeon HD6850 1GB). It 
only happens with DXVA2 native/copy-back decoding.

What version of the product are you using? In which Player?
LAV Filters 0.61.1, DVBViewer 5.2.9 (32 bit), MPC-HC 1.7.3 x64 (build-in 
filters disabled), Windows Media Player 12 (Microsoft DTV-DVD Video and Audio 
Decoder are forcefully disabled), Catalyst 13.4/13.12, Windows 7 SP1 x64

Please provide any additional information below.

Do other decoders work properly with DXVA on those cards?
If not, its rather likely that its a Hardware/Driver issue, as I've heard 
problems with SD on AMD before, and LAV provides an option for you to disable 
SD acceleration in that case.

I forgot to mention that LAV does work with my SD channels and DXVA2 decoding, 
but some channels do have this problem when starting the player or when 
changing from a HD channel to SD. To fix it, I have to change to some other 
channel and return to it.

I do not know any other free codec that does SD DXVA decoding. Perhaps the AMD 
Video decoder does DXVA decoding, but I'm not sure. And it doesn't have this 
issue.
