x264 I444/YV24 - Seeking causes Artefacts

Describe the issue you're having:

If i seek in the video, the playback will be corrupted, it is only correct if i 
rewind to the beginning of the file. Meaning i have to watch from the start and 
can't seek at any time.

How can the issue be reproduced? Sample File?

I cut out from an encoded file i had, this seems to Always produce the issue 
(probably as it's not starting from the first frame or something?)

But it looks correct if i play in an older version of Lav Filter

What version of the product are you using? In which Player?

Lav Filter 62.0 (Older version doesn't have it).

Zoom Player and MPC-HC

Please provide any additional information below.
