Splitter isn't enough accurate when seeking (clicking near a chapter)

Describe the issue you're having:
When I click near a chapter, it jumps directly to the end of it, or a few 
seconds earlier, I can't click where I want. (This doesn't happens in Haali)

How can the issue be reproduced? Sample File?
Clicking in the seekbar (MPC-HC) on a chaptered file (MKV for example)

What version of the product are you using? In which Player?
0.62 (Last version until now). Media Player Classic Home Cinema (MPC-HC)

Please provide any additional information below.

MPC options -> Tweaks -> disable "Fast Seek"
