Default locale not correctly set #63

On AWS, at least in region eu-west-3the packer images do not seem to have the default locale set to en_US.UTF-8 Resulting in this error message when one SSH into the instances:

-bash: warning: setlocale: LC_ALL: cannot change locale (en_US.UTF-8)
