Maintenance disclaimer - Githubissues

As discussed privately with Tomi, we don't have the same time for James anymore. This disclaimer is supposed to convey that:

Though we may take time to respond, new tickets and pull requests are appreciated and ~will~ may be handled "eventually"
If any enthusiastic developer(s) set up an effective fork, I'd be happy to add a reference from the James readme
