What is the expected output? What do you see instead?
I expect it to connect from anywhere. Just says handshake till I cancel out.

What version of the product are you using? On what operating system?
0.4.3 moto droid

Please provide any additional information below.
I've tried turning my wifi on and connecting in other places but never works.

You need to use your PC's public internet address instead of your wifi address
when you connect from outside your Wifi.

For a typical setup, this is the address assigned to
your home router by the ISP. You also need to make sure that your
router is configured to forward connections with the VNC port number
(5900) to your computer running the VNC server.

This *is* a little complicated to set up, especially if you want to do it
securely. If you don't know a lot about networking, there are other products
(PhoneMyPC) that use their own server so your PC doesn't have to accept
in-bound connections from the Internet; this makes them simpler. Since
android-vnc-viewer is a free product, I can't really afford to rent a server.
