The use case description should be given from the perspective of user goals, whereas "Display the nearest libraries" describes it from the web-designer or computer's perspective. The description given for UC1 in the UC diagram is good.
At runtime the data will be pulled from your local database rather than Open Data Bristol. Don't specify use of Google maps in UC2 - this isn't one of the requirements.
