Fix documentation #9

Roxygen only wants one function or one data bit per documentation. And it uses the first. So cong_to_year is documented but year_to_cong is not. Same with state.confederacy and not the other historical state data. But this doesn't mean the functions or data don't work.. they work just fine.

Fixed for year_to_cong but still need to fix the state data
