Run tests on pull requests #171

Should now run tests in pull requests from forked repositories (assuming they have actions turned on https://docs.github.com/en/free-pro-team@latest/actions/reference/events-that-trigger-workflows#pull_request)

Coverage remained the same at 97.701% when pulling 186042ce71f6a07114baaefa947c1cc0b7e45c99 on run-builds-on-prs into cd716d8eb433aafadbf2ecdfb0235296e2602ee4 on master.
