Definitely no potato chips and sweets when bulking/gaining weight in your staple. You'd want to have nutrient dense foods that are rich in protein and carbohydrates. Carbs is the most efficient macronutrient for gaining weight which can be found in white rice, home-made pasta, potatoes, yams, and similar foods. Cheapest Protein sources can be found in tilapia, bangus and chicken breast.
